 Foreword

Counterintelligence provides pertinent information that aids in the decision making process of ordinary citizens, corporations, government and nations for protection and prevention. In this series, we must understand how to deal with the law enforcement community in order to make sure that proper techniques and tactics are utilize to prevent crime and violence. The other goal is making sure that no one becomes a target, puppet or unwilling participant of a hostile environment, criminal activities, professional exploitation, legal violence or mental health abuse.  It helps us to identify threats, preserve our physical, mental, spiritual, social and financial health.

Important Amendments

There are special amendments that addresses the behavior of law enforcement in regards to the  citizen's rights and protection of these rights.  All Amendments are subject to interpretation of the courts and previous decisions.  The U.S. Constitution Amendments are adapted by each state according to their interpretations so one must examine the states decisions for each Amendments of the U.S. Constitution to gain proper decisions and rationales.  For our purpose, the Amendments are required for Law enforcement crime and violence prevention analysis. 

  

 First Amendment provides:

Congress shall make no law respecting an establishment of religion, prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people to peaceably to assemble, and to petition the government for a redress of grievances.

Fourth Amendment provides:  

The right of the people to be secure in their persons, houses, papers and shall be issue, against unreasonable searches and seizures (arrests), shall not be violated, and no warrant shall issue, but upon probable cause, supported by the Oath of Affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

Fifth Amendment provides: 

No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land of naval forces or in the militia, when in the actual service in time of war or public danger; nor shall any person be subject for the same offence to be twice, put in jeopardy of life or limb; nor shall be compelled in any criminal case to be witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without compensation.

Sixth Amendment provides:

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been personally ascertained by law, and to be informed of the nature and cause of the accusations; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor and to have the assistance counsel for his defense.

Fourteenth Amendment Section 1 provides:

All persons born or naturalized in the United States and subject of the jurisdiction there of, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of the citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Law Enforcement Network

Law enforcement network is organization of men, women and agencies dedicated to enforcing laws, helping others, protecting the community and each other and preserving peace. They provide support, investigative and informational services to all kinds of people, groups and situations regardless race, sex, creed, color, age, religion, beliefs, disability, nationality, marital status and partisanship. All tips, complaints, communications and problems will be acted upon according to the seriousness. Be prepared not to be contacted. Feelings of being abandoned, misunderstood, unwanted, intimidated, frightened and neglected are common, but be assure that they are doing everything possible to help resolve the situation physically, mentally, financially and spiritually according to regulations and the Good Samaritan practices. 

Federal Agencies provide investigation and enforcement services for illegal activities such as espionage,  graft and corruption, civil rights violations, extortion, kidnapping, antitrust, financial crimes, sabotage, organized crime, drug trafficking, terrorism,  white-collar crime, possibly spiritual terrorism and more. Any federal law violated will result in a federal investigation from the FBI, Justice Department or Secret Service.  

State Police main responsibility is to promote traffic safety, enforce laws and protect citizens in the state. Local Police provides law enforcement within cities' and towns' boundaries. Their duties consist of controlling traffic, giving emergency aid, investigating crime, enforcing state or local statues, writing reports, testifying in courts and controlling crowds and handling complaints. Other services include providing law enforcement information, support services and investigation assistance to other agencies. State Police ensure personal protection for the governor and other important authority. 

County Detectives as directed by the District Attorney provide professional, competent  and investigative services to the citizens of Chester County. They assist local, state and federal law enforcement agencies when required.  Criminal Investigations include major felonies, child abuse, narcotic enforcement, forensic examination, computer crime, white collar crime, possibly spiritual terrorism and other serious community concern. Administration support is another function of the detectives which include criminal history checks, bench warrant information, file preparation information and maintenance of law enforcement computer networks. 

Sheriff Department provides protection for the commissioners, court system, judges and citizens by ensuring a safe and secure working environment. Other responsibilities include investigating crimes, aiding emergency personnel, handling complaints, transporting prisoners, serving the courts, issuing firearms licensing, controlling traffic and providing other needs of the county. The department enforces all local statues.  

Law Enforcement Mission

Law enforcement agencies enforce local, state and federal laws.  In addition, they provide services that promote public awareness about crime and violence prevention, youth and security programs. Other services that are provided are emergency aid, speakers,  tours of the facilities, protection from professional follies and referrals to services for people in need. They are dedicated to act with integrity and professionalism, maintaining an environment responsive to the needs of our citizens, personnel and the community.

Facts about Law Enforcement

The law enforcement community needs cooperation and support from the community to fight, control crime and keep communities safe.
Part of their jobs is apprehending criminals and preventing crime.
Even though the law enforcement are busy, they always have time to hear citizens' problems and concerns. Law enforcement encourages and appreciates your efforts. Others may disagree. Sometimes, law enforcement is overworked, thoughtless and insensitive.
They provides services that are routine and sometimes unexciting.
Law enforcement urges people to report crime or suspicious behavior without incriminating oneself or putting oneself in danger of retaliation. 
With proper respect, cooperation and support from the community; Law enforcement will be more effective in crime prevention and public safety awareness.
Beware of misconceptions and corruption of law enforcement. Even though in some areas this holds true, we are able to contact law enforcement across the United States to make sure things remain honorable and safe. It is called safety in numbers.

Law Enforcement Fears:  When dealing with law enforcement community and other professions, we may have unknown fears of persecution, prosecution, abuse, threats and questionable arrests due to physical, mental and spiritual community games. These fears may be unrealistic or realistic due to lack of training, stories of horror, past traumatic events, strange politics and social hostilities. Due to fears, spiritual games, threats of mental health abuse and threats of retaliation, a person may be unable to properly report a crime, convey important facts and thoughts, stay honorable or socialize with law enforcement. A person may be fearful of being rejected, ridiculed, jerked around, improperly arrested, shown the door and harmed by unseen undercurrents. Trust me when I say that no one is alone, but the person must overcome the antagonizing demons and find the strength to do what is needed to be done. Just be careful not overstep any boundaries, seen and unseen. To assist you on your journey, bring in backup to protect you from the shadowy games. It can be very challenging and ungodly at times..

Community policing should do the following:

Assist law enforcement whenever possible.
Encourage  socialization, communications and law enforcement interaction.
Understand the law enforcement methodology, roles and functions.
Education of others about law enforcement and the law.
Support realistic funding. Participate in policy making by presenting ideas.
Utilizes public services that they offer.
Provide physical, mental and spiritual aid and support when needed.
Teach them about the importance of proper leadership and interactions.
Question the action of law enforcement when there is no response given to any form of communication such as a polite response or some form of approval. 
Make sure that law enforcement is providing proper referrals, interaction, protection and information to people in need or targets of professional follies.
Know when to get outside help to deal with the law enforcement community due to intense fear, subject matter or questionable physical, mental and spiritual practices.
Network with other agencies to prevent collusion, shady politics, any form of hostilities, improper business relationships or other unseen practices and games.
Ask for divine intervention for protection and guidance.

Helpful information for law enforcement Interaction

Law enforcement may stop or approach people for the following reasons:

Any type of traffic violations, misdemeanors and/or felonies
Any reasonable belief, probable cause or suspicious behavior
Questioning due to a criminal investigation
Any type of trouble, disturbance, emergency or appearance of aid
Undercover work, healthy social or community interactions

You have legal rights and protections from law enforcement:

A person may refuse to answer questions except for identification.
A person may not be held without probable cause.
Improper searches and seizures are not permitted.
A person may notify authorities of improper use of intimidation, threats and power.
A person may notify proper authorities of questionable practices, targeting and profiling regardless if there is no substantial evidence to support the claim.  It helps the department to examine possible administrative, managerial, civil or criminal problems.
A person may notify law enforcement due to fear, paranoia and other related problems.
Avoid incriminating yourself for any questionable activity. Avoid telling them more that is required to assist them with the investigation or other business. Since every action, thought or belief are becoming illegal in society, an individual wants to avoid any unnecessary penalties, fines, unintended investigations, mental health mistreatment or punishments. Weigh the information presented to law enforcement  to make sure that consequences are minimal and manageable even if you are as innocent as a dove. 

Proper advice for interaction with law enforcement

Stay calm, cool and collected. Avoid becoming rude and defensive.
Avoid any form of self-incrimination.
Be courteous and respectful.
Never bribe an officer with promises of rewards.
Ask to see photo identification of the officer.
Give your name and address. If requested, show identification.
Avoid any sudden movements to prevent any hostile self-defense reaction.
Remain alert for any questionable practices or other dangerous situations.
Watch out for unseen physical, mental and spiritual activities or influences.
If something is not right, proceed to the nearest agency quietly.
Seek help if for any reason that you are experiencing any physical, mental or spiritual trauma that is beyond normalcy due to the encounter.

If a law enforcement officer deprives you of your freedoms, takes a person into custody, subjects you to his/her will, reads your rights, tells you that you are under arrest or indicates that you are being held for a crime, you have been arrested.  Follow these suggestions and remember that you have legal rights.

Remain silent. Avoid any form of self-incrimination.
Be informed of your rights that are defined and administered in the Miranda Warnings.
Be told that any statement made can be used against him in a court of law.
Do not resist arrest or interfere in the arrest of another person.
Seek your own legal advice, have a lawyer present while being questioned, listen to the lawyer's advice on the subject matter. Be careful of incompetence and instabilities.
If one needs to role play for health  and security reasons, address a spiritual calling, build support or collect information. It is your option to be stupid, emotional and immature in a peaceful, honorable and ethical way, but avoid creating a hostile environment, giving false information or incriminating yourself. Walk softly and carefully.
File a complaint about any kind of physical, mental, financial or spiritual mistreatment.
If necessary, notify other law enforcement agencies across the United States, if experiencing questionable physical, mental, financial and spiritual practices.

 

Miranda Warnings are given to avoid self-incrimination:  Prior to any questioning, the person must be warned that he has the right to remain silent, that any statement that he does makes can and will be used against him in a court of law, and that he has a right to the presence of an attorney, either retained or appointed and that if he cannot afford an attorney one will be appointed for him prior to any questioning if he so desires.  The defendant may waive effectuation of these rights, provided the waiver is made voluntarily, knowingly and intelligently. If, however, he indicates in any manner and at any stage of the process that he wishes to consult with an attorney before speaking there can be no questioning. Likewise, if the individual is alone and indicates in any manner that he does not wish to be interrogated, the police may not question him. The mere fact that he may have answered some questions or volunteered some statements on his own does not deprive him of the right of refrain from answering any further inquiries until he has consulted with an attorney and thereafter consents to be questioned.

Interrogations, Interviewing Techniques and Evidence Gathering:

The law enforcement and security community are masters of interrogations, interviewing and evidence gathering and fallible at times. They are well trained in the art of interviewing, interrogating, questioning, professional etiquettes, friendly social skills and collection of evidence.  Be careful to avoid self-incrimination by being wrongfully influenced in ways that results to arrest, mental health abuse or injuring some other party.  Be extremely careful that you are not overpowered by seen or unseen physical, mental and spiritual influences whose intent are not honorable.  A person who is an innocent (dove) could be convicted of a crime for erroneous reasons. It is a shame that our society has created such fears in regards to law enforcement crime and violence that we are afraid to report crime, ask questions, assist law enforcement, ask for aid, and present information, spiritual insights or  warnings. The misuse of a word could be construed as a terroristic threat. Even sending letters may results in mental health and security abuses. Certain subject matter that are beyond law enforcement understanding may result in filing questionable reports that can cause serious security issues, mental health abuses, problems with credibility and other unknown phenomenon.  Never think you have the upper hand. Things are never what they appear to be. Be careful of physical, mental and spiritual games and entrapment conditions.  Make sure law enforcement personnel are not experiencing any physical, mental, emotional and spiritual problems or instabilities when you are acting in good faith.  Support the law enforcement to the best you can, know when to get outside support to make sure the law enforcement community remains honorable and physically, mentally and spiritually healthy. Treat all law enforcement with respect honor and integrity.

Proper etiquette for traffic stops.

When it is safe, pull your vehicle to the right and stop completely. Find a safe location that can be see by a crowd. If stopped at night, proceed to a lighted area and turn on the dome light. Roll down your window and wait inside the vehicle for the officer. 
Listen for any instructions. Avoid getting out of the car.
Keep your hands on the steering wheel so the officer can see them.
Tell the officer before reaching for any items.
Be polite, respectful and stay calm.
Avoid looking suspicious. Physically, mentally and verbally present yourself in a professional manner.  Avoid any unnecessary misinterpretations. Tell the officer of any known handicaps, if necessary. Beware of unknown handicaps that may occur in the environment.
Remember, the officer will respond to any signs of dangers or sudden movements that could be life threatening.
If asked, provide your license, vehicle registration and identification.
If the officer chooses to give you a ticket. Sign it, if asked.
Avoid arguing with the law enforcement officer.
Never bribe an officer with any promises of rewards.

The officer is permitted if they have probable cause to search you  for any weapons, drugs or other paraphernalia that justifies dangerous or illegal activities.

You may refuse any officers search. But they can search if:

The officer has a search warrant or probable cause.

A plain view search reveal something incriminating.

Consent is given to the officer without any signs of coercion.

If you are being arrested, a search is allowed.

 

Law enforcement may come to your home if:

There is a complaint, someone dialed 9-1-1 or signs of danger.

There is questioning about a criminal investigation.

There is a problem or danger in the community.

Any type of trouble, disturbance, emergency or appearance of aid

Requirements for entering your home:

Law enforcement officers need a proper warrant to enter your home.

 

Search warrant is a court order that allows an officer to search the premises for a specific item on the list.  Check the warrant for correct address and get written receipt for any property taken.  Make sure the execution of the warrant is properly implemented and contains no complex legal violations.

 

Arrest Warrant is a court order that allows an officer to make an arrest or search the premises.  Make sure that the name of the right person is written on the warrant. Make sure it is executed correctly and there are no complex legal violations.

 

No Warrant is needed if

Consent to enter is given to the law enforcement officer.

Danger signs exists or evidence is being destroyed or removed.

Criminal activity is occurring in plain view.

The subject has been suspected of committing a crime - probable cause.

Any type of trouble, disturbance, emergency or appearance of aid.

Undercover work is being performed regardless of deception, but requires consent to enter the premises.

The offense is not a nonjailable traffic offense.

 

Law Enforcement and The Law of Evidence

The law of evidence plays an important part in the enforcement responsibility of law enforcement. As a result, the law must be clearly understood. An officer must account for his or her accusations in a court of law.  All criminal accusations must have the following aspects to support the charge.

Evidence must be legally obtained and sufficient
Evidence must be logically and legally relevant and competent.
All tainted evidence or lack of evidence must be eliminated
The crime scene must be responded to quickly and accurately.
The crime scene must be meticulously examined for physical evidence.
Relevant evidence must be identified and presented.
Evidence must be collected and preserved for trial.

For crime and violence prevention, we must make sure that the law enforcement community is doing there job in a honorable and ethical fashion.  Make sure that all body of rules, statutes and constitutional provisions are being followed properly.

Subject of Thought: Law Enforcement as a Career Path (Other Professions May Apply)

Due to the hostilities in the communities, the horror stories of corruption, strange politics, the moral and ethical behavior within the law enforcement community and questionable policies and practices,  I was always fearful of descending into the wrong crowd, being considered a threat or being forced to play ungodly games within the law enforcement community. I was afraid that I would get a supervisor who was tyrannical, shadowy and unsound. I was concern that proper support, training or sound advice on important matters would not be received. Due to my own lack of experience and training, questionable mentoring, phobias and public health issues concerns, I was fearful of encountering unhealthy and disturbed people. I did want to patrol the streets to fight crime and violence and return to the workplace to fight more crime and violence. As a result, I was forced to work outside the system due to unresolved issues that concern law enforcement and related issues.  If I was going to put my life on the line, I was going to make sure that spiritual discernment was implemented and God was watching by back. I could better serve the community by not becoming a law enforcement officer, avoiding ungodly games and not falling prey to any twisted versions of law enforcement philosophies and code of conduct. Do not get me wrong, law enforcement may be a noble career path for many individuals, but due to my physical, mental and spiritual nature at this moment in time, being a law abiding citizen is a better career path for me. Hopefully, a individual can find a career path that is honorable and noble which may be outside the scope of law enforcement. There is a part of me that say "Let God handle the citizens and their problems. Let God protect and guide them, because I am unable to help anymore on such subject matters due to societies' complexities, entrapments, politics and games."   God save us all.  

 

Ask for help from the following resources:

Find a professional who understands all aspects of your physical, mental and spiritual situation. Be careful that you are not mislead or overpowered by physical, mental and spiritual undue influences. Do your own research.  Hire experts. Recruit people. Avoid frivolous law suits.

If you are harmed physically, emotionally and spiritually, get medical attention or other help.

Talk with someone who can help such as friends, mental health professionals, clergy or special law enforcement people. If necessary, look for counseling even if it happen a while ago.

Look for written information such as booklets.

Special Note: In time,  I am confident that all law enforcement will take responsibility for their actions when wrongfully or unintentionally injuring a person, recruit or pawn due to concealed hostile environments, omissions, poor training, related spiritual callings, instability and other dangerous games within the law enforcement and intelligence community. Law enforcement should compensate the individual for the physical, mental, financial and spiritual damages without going through widely accepted practice of legal and mental health games, administrative and professional follies and other questionable practices which probably cost more than offering a settlement to the individual.

Counterintelligence will provide checks and balance to make sure that all law enforcement perform their jobs with integrity and honesty while protecting your rights from graft and corruption, frivolous law suits, spiritual games and other illegal activities. Understanding the roles and functions of law enforcement will help you preserve your physical, emotional, spiritual and financial well-being. It will prevent unintentional injuries, misinterpreted comments and dangerous responses in these chaotic times. Due to the hostile environment, the person should make sure that his assistance is not abused by questionable practices, unwritten laws, poorly written reports and erroneous reports. The person should also make sure that he/she does not become a pawn from seen or unseen physical, mental and spiritual games. As a citizen, you will be able to provide your own law enforcement policing that will preserve the laws of the United States and help others when the system fails. All tips, complaints, communications and problems will be acted upon according to the seriousness. Be prepared not to be contacted. Feelings of being abandoned, misunderstood, unwanted, intimidated, frightened and neglected are common, but be assure that they are doing everything possible to help resolve the situation physically, mentally, financially and spiritually according to regulations and the Good Samaritan practices.  But be prepared for any backlash for reporting a crime, expressing concerns, presenting unpopular subject matter or filing complaints. Treat all law enforcement with respect, honor and integrity until further notice. Please, use tools and techniques that are socially accepted and healthy to fight crime and violence. Always have law abiding citizens to provide backup and protect you from any unanticipated events or law enforcement interactions.  Be courageous to do what is required to survive, to correct the situation and to preserve your physical, mental, financial and spiritual well being while working within the scope of morality, ethics and the law.
