Foreword

Implementing counterintelligence strategies can help prevent hate crime and violence.  Hate crimes  occur due to discrimination that is based upon race, political views, personal beliefs, religion, spirituality, affiliations, color, handicap, ethnicity, gender, sexual orientation, national origin and occupation. We should also examine underlying problems in the community such as religious pressures, organized crime, drug organizations, greed, power, terrorism, jealousy, anger, economic pressures, unusual political activities, unseen spiritual influences, religious activities and other shadowy forces. In addition,  monitoring law enforcement, intelligence organizations, government, corporation and other entities must be practice to makes sure that no one is subjected to physical, mental and spiritual hostilities or games.  The scope of the hate crime and violence prevention deals with rare and common problems. By understanding hate crime and violence prevention, a person's physical, mental, financial and spiritual well being will remain healthy.

Hate Crime History

In recent years, hate crime and violence problems has moved up the political agendas of policymakers at every level of government. It is not new. No individual should ever be subjected to such discrimination, shady practices or brutality in any form physically, mentally, financially and spiritually.

"From the Romans' persecution of Christians and the Nazis' "final solution" for the Jews to the "ethnic cleansing" in Bosnia and genocide in Rwanda, hate crimes have shaped and sometimes defined world history. In the United States, racial and religious biases largely have inspired most hate crimes. As Europeans began to colonize the New World in the 16th and 17th centuries, Native Americans increasingly became the targets of bias-motivated intimidation and violence. During the past two centuries, some of the more typical examples of hate crimes in this Nation include the lynching of African Americans, cross burnings to drive black families from predominantly white neighborhoods, assaults on homosexuals, and the painting of swastikas on Jewish synagogues."- (Bureau of Justice Assistance, 1997)

From the past to the present, the passions of hate is passed from one generation to the next generation. Some family members,  non-family members and outsiders may influence each other by instilling dangerous ideologies that promote hate on other cultures, groups, government, corporations, citizens or individuals. It can also be a tool to create a atmosphere of hate to reinforce unique family values, identities, false ideologies and traditions. Family, non-family members and others may have been exposed to hate crime and violence from past discrimination, traumatic experiences, criminal activities and hostilities in society. War can have significant impact to one attitude towards discriminatory issues. Seen or unseen spiritual influences can create a hostile environment and abuse weaknesses in people in your surroundings. We must present the truth, the good with the bad, to all who may be seeking noble assistance, listening or being unduly influenced by others.

To combat hate crime requires a person to find the truth to any situation, ask for support from the community and refrain from any form of discrimination. Win the fight by doing what is justified with in  God's eyes and the law. Avoid spreading discriminatory, harmful, hateful and other ideologies. Stay in the light. Through forgiveness, kindness, love, spiritual discernment and truth is the only way to win the war on discrimination. Sometimes, atonement is subjected to the hands of God.

Hate Crime Defined 

Hate crimes are offenses motivated by hatred against a victim that are based on one's race, religion, politics, spirituality, gender, sexual orientation, handicap, ethnicity, national origin, occupation or place in society. Careful analysis must be given to hate crime and violence so that we avoid any infringement of the freedom of expression, liberties and God given rights that are protected by the Declaration of Independence and the U.S. Constitution.

Warning: Please make sure that you avoid becoming psychotic or reacting inappropriately to the any situations. Gather all the facts and evidence to make a proper assessment of your situation. Your assessment must stay within the proper policy guidelines, ethics, morals, laws, rules and regulations of the situation. Sometimes, there are unseen problems in the environment and as concerned citizens, we are forced to address these issues. Give people the benefit of the doubt before drawing conclusions. A person may be incapacitated by physical, mental and spiritual influences in his/her environment. Individuals possess weaknesses that may create conflict, misguidance, and misinterpretations. Some people may be overpowered by a hostile environment, mental health issues or spiritual problems which results in unintentional word choice, insensitivity, poor policy decisions, ignorance, regrettable actions or other problems. Always use good morals and etiquette when dealing with challenging, confusing and difficult situations. It helps to have a loving attitude. Think before you react to any situation. If your situation becomes physically, mentally and spiritually dangerous, bring in backup. Do not hesitate.

Let us define " Hate Crimes" from the Pennsylvania Crime Code.

Hate crimes involving danger to a person, including homicides, assaults, kidnapping and sexual offenses.

Some properties, including arson, causing or risking a catastrophe, criminal mischief and criminal trespass, but excluding institutional vandalism, and

Harassment by communication or address, if any of these crimes is committed " with malicious intention towards a race, color, religion or national origin" of the victim.

To fight hate crimes, may not involve using the legal definition of the hate crime. The federal and many state criminal code contain many laws that can be used to fight any hate crime that may not be directly mentioned in the legal code.  If anybody violates laws that harms another citizen,  abuses a persons rights,  commits a criminal act against another citizen or commits a felony will result in criminal prosecution, civil action or spiritual action regardless if the crime was consider a hate crime or not a hate crime.  Never think that there is nothing to be done in cases that are outside the scope of the legal definition of hate crime. All that is required is to report the suspicious activity.

What Makes Hate Crimes Different From Other Crimes?

"A violent hate crime can act like a virus, quickly spreading feelings of terror and loathing across an entire community. Apart from their psychological impacts, violent hate crimes can create tides of retaliation and counter-retaliation" (Bureau of Justice Assistance, 1997). A violate hate crime can have detrimental impact on an individual's physical, mental, financial and spiritual well being.

Words of Wisdom:  A person can still hate things that they do not like, but such ideas, emotions or thoughts are not consider to be a hate crime unless they somehow violate the legal definition. Hate is defines as a strong dislike or animosity towards something that can be used as noun or verb. An individual has the right to like or dislike something. For social reasons, a positive and uplifting attitudes helps make the world a happier place. Using the word in proper context is important when applying it towards any situation or event. If the word is misapplied, sometimes an act of kindness, discussion or an apology is all that is required to resolve the situation.

Warnings, Characteristics and Causes of Hate Crime

Hate crimes can be committed by members of an organized hate group, ordinary citizens or spiritual influences. Look for these warning signs, characteristics and causes.

Blaming others for their physical, mental, financial and spiritual issues without just cause.
Resentment of the growing economic power or multicultural power of a group.
Scapegoating that is used to eliminate a perceived threat, unwanted person, spiritual impurity, outsider or racial impurity.
Response to economic uncertainty, racial stereotyping and racial coded language.
Reaction to targeting by seen or unseen influences that may be physical, mental or spiritual in nature.
Reaction to preserve community's safety, way of life and property value.
Reaction to war, political struggles, terrorism, crime or violence.
Reaction to overpowering occult practices, religious theology, philosophy or spirituality.
Seen or unseen undercurrents in law enforcement, intelligence community, military, government, corporations, religious organization, non-profit organizations or other entities. These entities may use legal and/or illegal methods to create a hostile harmful environment
Power, greed, politics and unjustified acts that can result to crime and violence.
Unethical individuals or groups whose intent is to harass, injure or target minorities for fun, thrill, pleasure and entertainment.
Immoral individuals that believe that the world is full of evil and their mission is to eradicate all impurities by promoting fantasies, hate, destruction and false beliefs. These individuals may have been overpowered by seen or unseen physical, mental and spiritual influences. A side effect is leading others astray or disrupting people's original mission that was ordained by God.
Uncontrolled impulses caused by actions of others due to racial, sexual and ethnic stereotypes. Use of alcohol, drugs or other shadowy tools may be factors. In addition, seen or unseen physical, mental and spiritual influence may also influence the individual to behave inappropriately and unprofessionally.
Uncontrolled internal or external response to a racial incident that may result in dangerous level of questionable practices, crime and violence.
An attempt to control an individual or group through fear, discriminatory tricks, misinformation, physical, mental, financial and spiritual manipulation.
Reaction to physical, mental, financial and spiritual terrorism that causes the individual to question society, background and identity.
Seen or unseen harmful physical, mental or spiritual activities.

Additional Specialized Recommendations.

Do not overextend your resources. Avoid placing yourself and others in danger.
Watch out for dating violence that may promote unhealthy views or violence.
Watch out for unnecessary religious conversions or unjustified spiritual manipulations.
Watch out for subtleties, lies, gifts of affection and superficial kindness.
Watch out for questionable business practices, illegal opportunities and community games.
Watch out for innuendos, verbal abuse and any communications that promotes discrimination.
Develop crisis management plans to stop any enemy tactics or unseen problems.
Investigate hate crimes that is a front for unusual politics, criminal activities, religious or occult recruitment.
Be very careful of stirring the pot too much. Prepare for retaliation.
Beware of con artist, false prophets and superficial well spoken charismatic characters.
Avoid being used in an unlawful, discriminatory or malicious fashion.
Look for any shady recruitment practices, entrapments and other illegal activities.
Look for deliberate misguidance, silence, rudeness or questionable practices.
Avoid becoming too paranoid. Never make any false accusations. 
Beware of hate crimes that are physical, mental, financial or spiritual in nature.
Beware of well meaning or mean spirited people targeting an individual.
Notify local, state and federal law enforcement of any problems or suspicious activities.
Understand Counterintelligence & Executive Protection.
Remember that you did nothing to provoke the situation.
Everyone responds differently, there are no absolute rules.
Trust your instincts.

Effects of Seen or Unseen Hate Crime and Violence are the following:

Emotional abuse

Destroys the person self esteem, compassion for others and creates guilt.

Plays on peoples emotions. Creates fear.

Use threats, confusion or control the person actions.

Unable to control jealousy, anger and other unacceptable behavior.

Creates delusions, confusion and unrealistic expectations.

Unrealistic promises of marriage, love and soul mates.

Creation of false hopes, misinformation and any type of deception.

Unwelcome sexual comments, abuses or experiences.

Legal threats, mental health threats and fear of retaliation.

Occult, religious or spiritual terrorism in any form.

Constant bombardment of hateful ideas and shadowy ideologies. Everything appears  to be dark, evil and gloomy.

 

Physical Abuse

Causes physical, mental and spiritual pain or injury

Watch out for physical signs of abuse. Anything that could cause injury.

Use of any kind of weapons to illustrate a point.

Corruptive use of drugs, prescription, non-prescription or  illegal drugs.

Forced into unwanted situations without a proper explanation and support.

Constantly being influence by immoral, unethical, evil and hateful ideas.

Improperly uses the person for money, gifts or other financial matters.

Sexual Abuse or inappropriate conduct

Physical terrorism, threats and intimidation

 

Spiritual Abuse (Author's Viewpoint)

Hate Crime and Violence Prevention Recommendations

 

Track and report any crime or suspicious activities so law enforcement can gather and collect information on hate crime and violence.
Initiate a Community wide prevention effort
Include all individuals, groups or entities in the initial steps.
Build coalitions, recruit citizens and educate the community.
Gather support from law enforcement and intelligence communities.
Gather and collect information about specific problems, identify current activities, identify resources and missing resources.
Implement a threat assessment of the community.
Develop a crisis management plan, implement activities, recruit people and provide regular communications.
Provide noble leadership and access to special resources.
Create a hate crime response network.
Provide diversity and tolerance education. Respect diversity.
Provide support, special resources and counseling for the victim or service provider.
Monitor law enforcement, legal entities, mental health support and courts for proper treatment.
Monitor government and corporate entities for ethical and unethical behavior.
Obey the law yourself and stay informed. Avoid taking the law into your own hands.
Work and familiarize yourself with law enforcement and intelligence community.
Get involve in a community crime and violence prevention program.
Learn how to communicate and listen effectively. Be considerate of others. Discuss concepts and ideas in a civilized fashion. You have the right to terminate any conversation that becomes overwhelming, threatening, degrading, psychologically abusive, spiritually harmful and/or humiliated.
Educate yourself in proper tactics that allows you to spot hate crimes, protect your physical, mental and spiritual well being and prepare a crisis management plan for any incidents.
You have a right to take a course of action in a healthy socially accepted way to preserve your physical, mental, financial and spiritual well being.

Find a professional who understands all aspects of your psyche and free of bias, drug abuse and discriminating opinions even if it appears to be standard procedure. Beware of educated idiots. Be careful that you are not mislead or overpowered by physical, mental and spiritual undue influences.

If you are harmed physically, emotionally and spiritually, get medical attention or other help.

Talk with someone who can help such as friends, mental health professionals, clergy or special law enforcement people. If necessary, look for counseling even if it happen a while ago.

All law enforcement must take all reports of potential hate crime seriously. In addition, the community, law enforcement and the victims must support each other to stop any crime in its track and preserve any further damage to the victim. All victims must be able to report hate crimes without fear of embarrassment, retaliation, threat of psychiatric care or other threats regardless if the problem is physical, mental, financial and/or spiritual in nature. The ultimate solution is to create a network that offers support, guidance and encouragement for the victims, community and law enforcement. In the end, legislation must prohibit specific intimidating actions, bias behavior, and increase the penalties for criminal acts without violating human rights. We also must monitor corporations, government entities, religious organizations and other entities that improperly influences individuals by using either ethical, unethical, legal or illegal methods.
